the CARBON tax....

eye would actually create....  a separate....  coal tax and gasoline tax and natural gas tax....

these taxes would be based on the amount of total pollution put out by each product....  and....  the amount of damage to the earth during extraction....

you see....  everyone talks about carbon....  carbon dioxide....  but....  all three put out other toxins....  including methane and nitrogen oxide....  and....  coal also puts out much more toxic chemicals....  including....  mercury and sulfar dioxide (acid rain)....  

the coal tax....  would be the highest....  because....  extraction does the most damage to the earth....  and....  burning puts out the MOST toxins....

the gasoline tax....  would be the second highest....  because....  it does far less damage to the earth....  during extraction....  and....  it puts out far less pollution than coal when burned....

the natural gas tax.... would be the lowest....  because....  when done correctly....  it does less damage to the earth....  during extraction....  and....  it puts out the least amount of pollutants as it burns....

then....  the taxes would ONLY be used to fix the externalities from their use....

the coal tax would be used....  to clean up....  the most toxic pollutants excreted into the air....  by....  burning coal....  and....  to clean up....  the extraction site after extraction....  and....  replace the natural landscape....  

the gasoline tax....  would be used to clean up....  the most toxic pollutants excreted into the air....  by burning gasoline....  and....  to clean up the extraction site....  and....  replace the natural environment....  

the natural gas tax....  would be used to clean up....  the most toxic pollutants excreted into the air....  by burning natural gas....  and.... to clean up the extraction site....  and....  any waterways destroyed by the process....  including any underground water sources.... 

the taxes will also go toward researching cleaner extraction and burning processes....  

the taxes will NOT cover accidents....  if a company has an accident....  they will pay for one hundred percent of the cleanup....  you make a mistake....  you pollute someones water supply....  you WILL pay to clean it up....  companies WILL be extremely careful....  because....  damaging an underground waterway....  WILL....  bankrupt your company....  

when companies have accidents....  they WILL pay to restore the environment....  to its natural state....  there will NOT be accidents....  companies WILL invest more in safety....  why is exonn mobile still around....  they should have paid far more.... to clean up the mess they made....  the clean up should have bankrupted the company....

most high pollution industries will NOT be close to waterways or cities....  

for example....  there is NO way eye would allow flatiron insdustrial park in boulder become a pharmaceutical manufacturing mecha....  the pollutants put out by the pharmaceutical industry....  are FAR to toxic to allow anywhere near a big city....
